Peanut butter icing: 

  1. Pre-heat the oven to 350°F; lightly grease a 9 x 13 inch baking pan.
  2. In a large bowl, using electric mixer or a spoon, cream together the butter and sugar until light. Add the egg and peanut butter and mix until well-blended.
  3. In another bowl, stir together the flour, oats, and baking soda and salt. Add the flour mixture to the butter mixture and mix until well-blended. Pat into prepared pan.
  4. Bake for 20-25 minutes or until golden brown.
  5. Meanwhile to make icing: In a bowl using a spoon, stir together the sugar, peanut butter and enough heavy cream to form a mixture that can be drizzled.
  6. When the baking bars are ready, remove from the oven and immediately sprinkle with chocolate chips, let stand for 1 to 2 minutes to melt. Then drizzle the peanut icing mixture over the melting chocolate and using icing spatula, swirl together the chocolate and the toppings. Let cool in the rack. Turn out the pan and cut into 1 1/2 by 2 inch bars.
  7. Store the bar sheets of wax paper in an air tight container.
